Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
